SATURN

Developed in the UK and applied internationally, SATURN is a traffic assignment suite of programs specifically designed to assess urban road networks where intersection capacity drives the network capacity. The software is flexible and can be applied to address regional or even national transportation issues. SATURN, the acronym standing for Simulation and Assignment of Traffic to Urban Road Networks, estimates traffic demands on the network by iteratively assessing intersection delay ("simulation") and then based on these delays, calculating vehicle route choice ("assignment"). It is important to appreciate that the "simulation" of delays is not the same as the micro-simulation capability provided by the S-Paramics or AIMSUN platforms (which represent individual vehicles at a detailed level). 

SATURN is unique compared with macroscopic transportation platforms (such as EMME or VOYAGER) as it constrains traffic flows through the network to the estimated capacities.
